CBRN Exercise in Afyonkarahisar 30 October 2018
A well-attended exercise was carried out based on a Chemical, Biological, Radiation and Nuclear (CBRN) contamination scenario staged in Afyonkarahisar with the cooperation of Afyonkarahisar Provincial Disaster and Emergency Management Directorate and Provincial Health Directorate.
According to the scenario of the exercise staged at the parking lot of Ayfonkarahisar State Hospital, contamination began after a tanker carrying chemical substance crashed into a school bus.
Disaster and Emergency Management Authority (AFAD) CBRN teams intervened after 20 students at the school bus were exposed to a chemical substance during the accident.
CBRN teams cleansed students who were exposed to the chemical substance and safely put them in quarantine. Later, students were transported to hospital for treatment.
A total of 210 personnel from AFAD, health teams of neighboring provinces, National Medical Rescue Team (UMKE), hospital staff, police and fire department personnel participated in the exercise.
AFAD provided the coordination
Addressing journalists, Afyonkarahisar Provincial Health Directorate Health Services Expert Hüseyin Çalışkan stated that the exercise was staged as a part of 2018 disaster emergency plan of state hospitals.
Noting that the intervention stage was planned as secondary level, Çalışkan said:
"Level two defines disasters when help of other hospitals and teams of other cities are required when sources of one hospital is not enough. Eskişehir, Kütahya and Bilecik provinces are sending help to Afyonkarahisar, when needed. Coordination is provided by the AFAD provincial directorate. It is managing coordination between units and teams. Provincial Health Directorate only deals with medical side of intervention. We staged a real time exercise in the Medical part of this exercise.”
Shortcomings are detected
Meanwhile, Provincial AFAD Directore Mehmet Buldan said they had staged a joint exercise with the participation of related state offices in the province and neighboring cities.
Buldan stated, "Exercise was staged by AFAD, Provincial Health Directorate and UMKE. AFAD carried out CBRN measurement. The exercise provided us with an opportunity to see recent capability of related units in the hospital and detect shortcomings. We have displayed an exemplary form of cooperation”.

The Disaster and Emergency Management Authority (AFAD) attended TEKNOFEST 2018, Turkey’s first aviation, space and technology festival. A person who got lost in a canyon in the Kocaeli Province’s Menekşe Meadow was rescued as a result of a 3-hour joint effort of the teams from the Disaster and Emergency Management Authority (AFAD) and the Gendarme Search and Rescue (JAK) teams.
